Challenge
We were engaged by the Victorian Government to support the development of a stakeholder map and an engagement strategy for two important areas of reform.
The relevant ministers were passionate about achieving positive and visible change, particularly for vulnerable Victorians, in a crowded and fast-moving policy environment.
We had two weeks to complete the work which would usually take several months.
Approach
By conducting quick and focused workshops, interviews and desk research we analysed and mapped more than 200 stakeholders. We identified who they were and their likely ‘hot buttons’ in relation to the reforms, along with their profiles and relationships. We also mapped how they were all interconnected.
Based on this exercise, we developed complementary engagement plans for stakeholders which included tactical and targeted activities to engage, inform, involve and listen.
Outcome
We tested the stakeholder analysis, maps and plans with internal stakeholders and the final version became a source of truth for all teams working on the reforms.
